According to Album 2000 [pay00]
- Minister of Defence (5:8) - Rectangular flag horizontally
divided, upper half white with four black fimbrated golden stars
set in a row, and lower half vertically divided in two, hoist red
and fly blue.

Another flag altogether is seen behind the Minister of Defence
in a photo at <www.mindef.mil.gt>.
The flag is light blue, charged with white rectangle (bordered
gold) which is charged with the national Coat of Arms and 4 gold
stars. Above the rectangle there is a gold inscription in
semi-circle which is probably "Ministro de la Defensa
Nacional".

I would guess that the pattern reported by Album is the flag
used in the navy on ships when MoD is present on a ship. The flag
for the Ministry (or even minister himself), may of course, be
much different, a proved by the photo Dov found.
